Under the direction of the Staff Services Manager I, Health (Medical Leave Management) Unit, the Associate Governmental Program Analyst (AGPA) serves as the Return-to-Work Coordinator (RTW) for the California State Lottery (Lottery). The incumbent is responsible for providing technicial expertise, guidance, assistance, and support to employees, managers, and supervisors for the matters relating to a variety of health and medical issues. The incumbent will perform analytical level functions in accordance with State and Federal statutes, regulations, policies, and procedures concering Worker's Compensation (WC), Family and Medical Leave Act (FMLA)/California Family Rights Act (CFRA), Pregnancy Disability Leave (PDL), Reasonable Accommodation (RA), Temporary Light Duty Assignment (TLDA), Catastrophic (CAT) Leave, COVID-19 Leave and reporting, Employee Assistance Program (EAP) and Wellness.

• Promotes and develops excellent working relationships and partnerships with internal customers and peers, all levels of management, and control agencies.

• Excellent organizational, planning, written and oral communication skills.
• Experience in Human Resources, training or public speaking, and working with confidential materials.
• Experience processing and managing FMLA/CFRA, RA, WC
• Experience interpreting and applying relevant laws, regulations, policies, MOU provisions, and making appropriate recommendations for action.
