Plan, organize, develop and oversee recruitment, examination and selection activities; plan recruitment and marketing strategies; analyze job duties and write or review job announcements; screen applications for minimum qualifications; develop and oversee administration of a variety of examinations; review statistical information on recruitment and selection process; assess and recommend beginning pay rates; oversee hiring process.
Interpret and explain memoranda of understanding, personnel rules and regulations, and federal and state employment laws to managers and employees; assist in the development, maintenance and administration of personnel practices, policies and procedures.
Participate in the meet and confer process; provide information, statistical analyses and assistance for employee negotiations; working with the finance office, analyze and prepare annual salary projections; analyze fiscal impact of salary and benefit proposals.
Advise managers and supervisors on disciplinary matters, personnel problems and issues; counsel employees on work place issues; conduct or coordinate disciplinary, harassment and discrimination investigations; analyze findings and prepares a variety of narrative reports and related correspondence.
Maintain position control; accurately allocate positions in the system; consult with management regarding organizational change and related position reallocation.
Supervise payroll function; implement new payroll procedures; maintain data base for position control; provide information to employees and manager on benefits and leave policies; provide management with a variety of reports related to costs and accrual usage and balances.
Coordinate workers' compensation program; monitor caseload; work closely with third party administrator to manage caseload; review and update procedures; analyze restrictions and assist in determining modified duty or new work assignments; oversee the Americans with Disabilities Act (ADA) cases and issues; coordinate safety programs and ergonomic reviews and training; and prepare a variety of narrative and statistical reports and correspondence.
Assess training needs; identify and coordinate local, regional and statewide opportunities for court staff and judicial officers; facilitate training sessions; oversee orientation program and training requirements pursuant to California Rules of Court.
Act as a member or coordinator on various committees; attend a variety of meetings, conferences, workshops and staff development events.
May supervise clerical and/or technical staff.
Perform related duties as assigned.
Requirements :
Experience and Education:
Any combination of education and experience that would likely provide the required knowledge and skills is qualifying. A typical way to obtain knowledge and abilities would be:
Education: Completion of a Bachelor's degree from an accredited college or university in public administration, human resources, business administration or a related field; or
Experience:
Court Human Resources Analyst I: Two years of technical level public or private sector personnel experience which included primary responsibility for one or more of the following areas: recruitment and selection, position classification, employee and/or labor relations, payroll and benefits or workers compensation administration.
Court Human Resources Analyst II: Three years of technical level public or private sector personnel experience which included primary responsibility for two or more of the following areas: recruitment and selection, position classification, employee and/or labor relations, payroll and benefits or workers compensation administration. A Certificate in Human Resources Management may be substituted for one year of experience.
License Requirement:
Possession of a valid California class C driver's license, or the ability to provide suitable transportation, which is approved by the appointing authority.
