Under the supervision of the Staff Services Manager I (SSM I), the incumbent will perform complex fiscal and patient caseload analysis by developing patient caseload, population estimates, and methodologies. These forecasts are used in the development of Department of State Hospitals' November and May Revision estimates, which are provided to the California Health and Human Services Agency (CalHHS), the Department of Finance (DOF), the Legislative Analyst's Office (LAO), and the Legislature. The incumbent may function independently and/or as a team leader will be responsible for preparing written reports on issues fiscally impacting the State Hospitals through the annual budget cycle process, serve as a Subject Matter Expert on these assignments, and completion of various ad hoc data analysis. This position requires strong grammar, spelling, proofing, and writing skills; as well as advanced Microsoft Excel experience, including the development and utilization of complex formulas and methodologies. The incumbent will communicate with departmental staff at all levels, as well as staffs of DOF, CalHHS, LAO, and the Legislature. Strong written and verbal communication, organization, writing, analysis, and customer service skills have been found to provide candidates with the best foundation for success in this position.
