Reviews plans and inspects or initiates the inspection of construction projects to determine conformance with standards and specifications; supervises the checking of subdivision development maps, plans and workmanship during construction, and completed projects; meets with other departments and agencies regarding plans, problems, and joint projects.
Works as a liaison with developers, consultant engineers, and other agency representatives on private and public projects; and assists in development of various transportation projects including roadway design, site development, land development, traffic signals, neighborhood traffic calming, and pedestrian and bicycle facilities.
Prepares budgets, estimates, and feasibility reports for design and construction projects. Prepares and manages preparation of plans and specifications.
Perform contract management by negotiating, preparing and managing consultant contracts and contractors. Oversees professional and sub-professional staff by supervising, assigning, monitoring, evaluating, and providing professional and technical guidance to staff engaged in operation, maintenance, and control of drainage facilities and other relevant activities.
Provides complex professional engineering assistance by reviewing engineering projects completed or in progress; prepares and/or directs the preparation of plans, estimates, maps, property descriptions, detailed drawings and specifications; conducts complex engineering analysis and prepare reports on engineering and budgetary problems.
Prepares staff reports and correspondence by presenting a variety of information and statistics in the form of written, graphic, or oral reports for use by elected and appointed officials, special committees, or community organizations involved in public works matters; and preparing and reviewing various traffic studies of development plans such as traffic volume studies, collision diagrams, speed surveys, and other related projects and tasks.
Facilitates communication, building consensus and resolving conflicts on projects and policy matters by conferring with, facilitating and conducting meetings with elected and appointed officials, other City departments, members of the public, and neighborhood organizations; participates in developing and conducting citizen involvement/public participation events to explain policies, procedures, proposed development, proposed regulations and policies, and code enforcement; and develops and conducts demonstration projects, workshops and other training events.
Responds to public inquiries and complaints and answers complex technical questions related to City projects and functions by researching, interpreting and explaining policies and regulations.
Maintains internal and external customer relations by using tact and diplomacy in all interactions with customers; establishes and maintains positive and effective working relationships with co-workers and those contacted in the course of the work; coordinates with departments and outside agencies; and acting as liaison to departments.
Maintains attention to detail by prioritizing work and coordinates several activities simultaneously despite interruptions.
Maintains integrity of work by taking responsibility and accountability for completion of work and customer interactions and maintains punctuality and attendance at work.
Maintains inventory and prioritizes maintenance needs and drainage infrastructure for roadways and sidewalks.
Acts as a representative of the City by representing the City in community and official meetings with other City departments, organizations and professional groups on planning matters.
May perform other work as assigned.
Requirements :
A registered Professional Civil Engineer in the State of California or a registered Civil Engineer in another state with ability to obtain registration in California within one year
Minimum of 2 years of experience at an Assistant Civil Engineer level position
Be experienced in overseeing a variety of consultants and contract services
