Perform and market QSE functions and services Monitors ERCOT transmission congestion and determines impacts to AE energy schedules Determine, analyzes electric energy usage and fuel consumption projections and maintains optimum fuel inventory levels. Plans and evaluates wholesale power and/or fuel supply and transportation alternatives. Responsible for all phases of a contract including origination, bid, rfp, specifications, selection process, documentation, monitoring and analyzing contract compliance resolves contract performance conflicts and discrepancies in the areas of wholesale power, fuel, transportation and hedging contracts. Provides accounting support for invoice reconciliation and approval Identifies, procures and manages external consulting services. Maintains bid list of power and fuel market participants Coordinates with the City's partners on fuel management and unit dispatching activities for jointly owned facilities. Provides technical expertise and participates in the ERCOT market design and development process Designs and implements energy risk hedging strategies using applicable financial instruments. Manages portfolios of derivative financial instruments for hedging fuel, energy and transmission risks. Minimizes wholesale power and fuel costs through financial risk management activities Develops and implements marketing plans for excess generation capacity and energy. Develops marketable wholesale energy products and related pricing terms Design power purchase and sale enabling agreements. Maximizes profits through off-system sales of excess electrical capacity and energy Applies new technology to improve processes and communications Defines wholesale power, fuel supply and risk management performance reporting requirements
